The Key Lime View: 5 Reasons Levy Payers Stop Engaging With Their BID

One of the most common challenges facing Business Improvement Districts is business engagement.

Every BID wants businesses to attend events, open newsletters, engage on social media, provide feedback and support initiatives. Yet many BID teams find themselves asking the same question:

"Why aren't more businesses getting involved?"

The reality is that most businesses do care about their town centre. They want to see it thrive. They want safer streets, successful events, increased footfall and a vibrant local economy.

However, business owners are busy. Between managing staff, customers, stock, suppliers and finances, BID communications can sometimes fall down the priority list.

After working with BIDs across the UK, we've found there are several common reasons why levy payers become disengaged.

1. They Don't Know What's Happening

This may sound obvious, but one of the biggest reasons businesses disengage is simply because they aren't aware of what the BID is doing.

Many businesses receive dozens of emails every day. Newsletters can easily be missed and social media algorithms don't guarantee that every post will be seen.

As a result, businesses may not realise the amount of work taking place behind the scenes.

Whether it's lobbying for improvements, organising events, supporting businesses, securing funding or delivering marketing campaigns, a BID's work is often more extensive than many people realise.

That's why regular communication across multiple channels is essential.

2. They Can't See The Value

Business owners want to understand how BID activity benefits them.

If communications focus solely on what has happened rather than why it matters, it can be difficult for businesses to connect the dots.

For example, rather than simply reporting that an event took place, demonstrate the outcome.

How many people attended?

How much engagement was generated online?

How many businesses took part?

What positive feedback was received?

Showing results helps businesses understand where their levy investment is being spent and the value being delivered.

3. They're Not Part Of The Conversation

People are far more likely to support something when they feel involved.

The most successful BIDs create opportunities for businesses to contribute ideas, share feedback and shape future plans.

This doesn't always need to be through formal meetings.

A quick visit to a business, an informal conversation or a simple online survey can often provide valuable insights.

Businesses want to feel heard, and often the strongest engagement comes from listening rather than talking.

4. They Only Hear From The BID When Something Is Needed

Relationships work both ways.

If businesses only hear from the BID when they're being asked to attend an event, complete a survey or support an initiative, engagement can naturally decline.

Instead, communications should celebrate successes, share opportunities and highlight positive stories throughout the year.

Whether it's showcasing a new business opening, promoting a local success story or sharing positive results from a campaign, regular positive communication helps build stronger relationships.

5. Nobody Has Built A Relationship

In a world of digital communication, face-to-face conversations remain incredibly valuable.

Some of the strongest relationships we've seen have been built through occupier liaison visits.

Taking the time to visit businesses, understand their challenges and discuss opportunities creates trust and often uncovers valuable insights that wouldn't emerge through email alone.

Businesses are far more likely to engage when they know the people behind the BID.

Engagement Starts With Relationships

There is no magic formula for increasing engagement.

However, the most successful BIDs consistently focus on building relationships, communicating value and making businesses feel involved.

When businesses understand what the BID is doing, see the benefits and feel part of the journey, engagement naturally becomes stronger.

At the end of the day, successful BIDs aren't built solely on events, marketing campaigns or projects.

They're built on relationships.
